This highly visible position is responsible for handling all aspects of technical projects related to real-time interception and location for the Law Enforcement Relations (LER) Team. The incumbent is responsible for initiating programs, following their progress and serving as a support provider in case issues arise. They will coordinate efforts among LER, TMUS Engineering and outside vendors, as well as develop effective schedules and suggest action items that still need to be completed to successfully complete the project. The Program Manager is responsible for conducting approved testing scenarios on communications monitoring solutions installed on the TMUS network. They shall also frequently work with federal, state and local law enforcement technical officials to test, plan and troubleshoot interception issues. Frequent overnight and last-minute travel should be expected.
What you’ll do in your role.
Collaborate with various technical functions and vendors to plan, develop, test and troubleshoot network surveillance and real-time location systems, including (but not limited to) switches, features or upgrades. Monitor, escalate and manage tickets submitted by LER members to appropriate technical areas and vendors concerning intercept and real-time location systems, ensuring completion and/or follow-up.
Liaise extensively with law enforcement and all other emergency management agencies at all levels providing support, VPN connections, training, presentations and strategic guidance on CALEA and other real-time information systems.
Identify and proactively address law enforcement real-time data issues through training on our systems, meetings and conference attendance to effectively initiate problem-solving projects to minimize issue impact.
Represent LER in product and service development projects to test and ensure CALEA compliance for new products and services.
Respond to calls received by LER Intake Function, involving Tier II questions regarding CALEA services, CALEA network and location information.
Audit and manage intercept systems to ensure records of system configurations/ characteristics/details are accurate, implementation requests are up-to-date, systems are working properly and training for use of such systems is complete.
Develop, maintain, and monitor reasonable and realistic service level agreements concerning electronic surveillance systems with our customers and employees, resolving issues as necessary and reporting performance to the LER leadership team.
Coordinate with TMUS LER teams to develop and deliver training on intercept and real-time location systems, policies and practices, ensuring documentation is up to date.
Build and maintain effective relationships with key internal partners (at all levels) such as Engineering, EIT, Enterprise Program Management Office and other parts of the Legal Department to advocate for needs of the LER team and ensure that T-Mobile resources are collaboratively used to resolve requestor concerns.
Also responsible for other Duties/Projects as assigned by business management as needed.
The experience you’ll bring.
Bachelors Degree preferred.
4-7 years - Specific testing CALEA experience in intercept testing or implementation within a communications service providers’ network or law enforcement monitoring facility.
2-4 years - Program management, project management or related experience
An in-depth working knowledge of Verint and Ericsson technical solutions for lawful intercept.
Strong organizational, reporting, analysis and process improvement skills with demonstrated attention to detail and ability to quickly decipher complex technical or legal information.
Excellent judgment and decision-making concerning the legal, financial and ethical implications of potential actions, policies and procedures for legal compliance.
Knowledge of CALEA, ECPA, CPNI and other LER related laws and regulations as well as standards for lawful interception (such as J-STD-025.
Ability to obtain Secret or Top-Secret Security Clearance.
Ability to partner effectively with various internal and external business groups and exhibit a keen business sense to offer practical solutions that meet the needs of the business and its customers, partners and requestors.
Ability to quickly decipher complex technical or legal information with attention to detail.
Ability to present effective presentations to internal and external technical audiences.
Ability to effectively communicate technical information to a non-technical audience.
Sound understanding of the legal requirements pertaining to the conduct of court order compliance and the ability to work in cooperation with law enforcement agencies when appropriate.
