We are currently seeking a Senior Bank Regulatory Attorney to join the Chief Legal Office at our San Antonio, Texas headquarters.
Responsible for providing legal advice and counsel at the enterprise and holding company level. Responsible for issue spotting, mitigating, and managing legal and compliance risks related to federal regulation and supervision.
Applies detailed knowledge of the legal and regulatory framework for depository institution holding companies to mitigate legal, regulatory, compliance, and litigation risk to USAA.
Engages and collaborates with other legal experts within the company.
May work with and manage outside counsel or contract professionals to complete assignments.
Takes an active and leading role coordinating legal responses to information requests and supervisory responses to federal regulators.
Takes ownership of complex legal issues concerning the Home Owners’ Loan Act, Dodd-Frank Act, Federal Reserve Act, and the Federal Reserve Board regulations, supervisory guidance, and interpretations.
Leads complex legal research and provides solution-oriented legal advice and counsel to senior level internal clients that support business objectives.
Responsible for analyzing the impact of proposed laws, regulations, and guidance on USAA.
Leads projects or serving as the legal representative on projects related to legal and regulatory developments.
Reviews materials presented to the Board of Directors, Board Committees, and Senior Management to ensure accuracy and completeness.
Develops strong relationships with business lines and other groups within the Chief Legal Office.
Operates within a complex organizational matrix.
JD from an accredited law school
7+ years experience practicing law within legal area of expertise
Admitted to the practice law in one state or a territory of the USA
Active member of good standing of the bar in at least one state or territory

Detailed knowledge of the Home Owners’ Loan Act, Dodd-Frank Act, Federal Reserve Act, and the Economic Growth, Regulatory Relief, and Consumer Protection Act, as well as Regulations LL, W, and Y.
First-hand experience working with the Federal Reserve System.
Experience working on supervisory examinations and responding to information requests from federal regulators.
Excellent writing and communications skills.
Ability to influence members of executive management and executive council.
