Provide administrative support to the General Counsel as well as a number of senior attorneys in the Legal Department.
Regulatory Strategy & Compliance
Set regulatory strategy for each country around the world for all current and future markets (Ku overfly, Ku country of registry, 2G, 3G, 4G, ISP, TPED (Transmitting Portable Electronic Devices) testing, Ku ground use and Ku maritime use).
Set short, mid, and long term strategy related to bandwidth procurement from Satellite Network providers in support of Panasonic Avionics Network Operations Team.
Maintain ownership of the critical Connectivity relationships with alliance partners such as AeroMobile, MTN (Maritime Telecommunications Network), iDirect, Newtek, and third party teleport operators.
Coordinating and collaborating with regional and product line executives to ensure global success of regulatory and licensing programs.
Build and foster a network of global regulatory experts to use where needed. Work to increase in-house expertise and reduce reliance on outside help. Integrate responsibility for AeroMobile, ITC and any other vertical market we may enter.
Secure licenses and other appropriate authorizations globally to ensure that the Connectivity satellite and ground network is available for use by airline, terrestrial, and maritime customers in all relevant countries. Obtain permits and licenses for TPED tests, system activation, EMI tests, system maintenance, troubleshooting, eXPhone, and other forms of service operation.
Work in partnership with Legal and other stakeholders on matters such as lawful intercept, net neutrality and PAC as WISP (user privacy, data security, CAPTCHA, etc.) to ensure compliance with regulations, rules, and protocols.
Provide product regulatory guidance on equipment certification (non-airworthiness).
Management & Budget
Responsible for developing and managing department budget.
Procure all space and ground capacity for the Connectivity network.
Hire, train, supervise, and appraise direct reports as required for capacity management, client support and other related matters. Ensure staff has access to necessary tools and training for each role. Has overall control of planning and staffing of function.
Good experience-based understanding of aviation-related networks and customer service systems.
Proven ability to communicate effectively with executive decision makers and with internal departments (e.g., IT, Finance, Engineering) and external customers working towards quick comprehensive resolution of the customer's inquiry, and keeping management informed of issues that may impact customer service.
Ability to articulate, possessing outstanding written and oral communication skills to explain highly technical data to non-native English speaking customers and awareness of cultural differences in communication with international clients.
Present Panasonic Avionics positions to US Government and foreign government officials.
Proven ability to manage programs and organize and implement department objectives.
Ability to participate with other senior managers to establish strategic plans and objectives.
Ability to work well in a high-stress, high-pressure environment and coordinate multiple, high-priority tasks on parallel tracks at the same time.
Ability to motivate, monitor and mentor staff as needed.
Proven ability to drive projects to completion.
Proven Leadership experience.
Significant working experience with Microsoft Office Suite.
4 year degree required, graduate / advanced degree preferred.
10+ years satellite regulatory experience. Preferably in industries such as Aviation, Connectivity, Electronics, In-Flight Entertainment, Satellite, or Telecom.
5 years staff management experience
Will require travel up to 50% to support meetings with government officials, partners, suppliers, and customers.
