The AML Compliance Governance Executive position focuses on four main areas: managing AML-related policies, overseeing the AML risk assessment processes, issue, audit and exam management and AML training. The role serves as a conduit between Enterprise AML and business-line AML officers and serves as AML subject matter expert for USAA’s AML policies and methodologies. The role of the Governance Executive supervises a team that provides support to the main areas of focus.
USAA is looking for an Executive to be part of an AML management team committed to contributing to an Enterprise-wide AML program through collaboration and team partnerships. The role will need to partner effectively with senior business leaders, Technology, as well as other control functions.
Develop and lead a cross-organizational team of subject matter experts, business stakeholders and functional owners in the execution of the AML risk assessment process
Develop and maintain the AML risk assessment methodology(ies), including updates as needed to account for emerging industry trends and USAA strategic changes in products, services or geographies
Develop and maintain the new product and initiative AML risk assessment methodology, working closely with cross-organizational leaders in overall process design and implementation
Oversee the development and maintenance (renewal) of the Enterprise AML Policy, and coordinate the development and maintenance (renewal) of AML-related policies and standards, working closely with the subject matter experts and Compliance program facilitators.
Partner with stakeholders across the organization to establish Policy implementation plans and timelines.
Establish a strategy and implement a process for managing the tracking and reporting of AML-related issues, findings, exam resultsand corrective action plans. Manage the progress of issues and plans for timely resolution, reporting and escalation.
Oversee the key AML governance committees’ (i.e., AMLOC) structure, ensuring the membership, agendas, materials and authorities are appropriate. Manage materials to report on the health of the AML program for senior management and the board.
Manage and direct strategic and tactical solutions to deliver ongoing sustainable AML training for AML staff, first and second lines of defense, board and specialized, and targeted training. Such solutions and plans will be developed from taking inventory of existing training, performing needs assessment and working with Compliance on training deployment.
Manage AML document requests from auditors and regulators, and act as central point of coordination in providing responses to AML regulatory examination, internal audits and compliance testing reviews. This will require coordinating the review from respective subject matter experts on all drafts, centrally managing and tracking the document requests, managing internal/external communications and escalations and liaising with stakeholders on specific requests.
Represent AML Governance in discussions with senior management and regulatory examinations or updates, as needed
Bachelor's degree required.
4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree.
10 or more years of progressive related experience developing strategies, managing major initiatives and delivering results within a complex matrix environment required.
4 or more years of people leadership experience in building, managing and/or developing high-performing teams required.
Experience collaborating with key resources and stakeholders, influencing decisions and managing work to achieve strategic goals required.
Executive-level business acumen in the areas of business operations, industry practices and emerging trends required.
Advanced degree preferred
ACAMS certification (or equivalent) preferred
10 years’ experience in the financial services industry preferably in AML, Compliance, Legal or Internal Audit leading compliance policy, risk assessments and/or training
8+ years in developing, implementing and operationalizing AML risk assessment and policy processes
Critical and strategic thinking ability and understanding of risk management principles
8+ years of team management experience, focusing on engagement, development and communication
Excellent verbal and written communication skills with the ability to present information in differing degrees of detail and form depending on the audience
Established track record of execution in a dynamic environment
Strong sense of urgency combined with time management skills
Ability to lead cross functional teams and influence across differing levels of the organization
Must demonstrate a strong attention to detail with excellent organization skills
