The Equal Employment Opportunity ("EEO") Division of the Human Resources Department is seeking an EEO Investigator/Diversity & Inclusion Officer to join our team!
The ideal candidate is a self-starter who can conduct investigations of complex, sensitive EEO/personnel matters and assist in leading the County's diversity and inclusion initiatives. This position requires strong writing, research and interview skills; the ability to prepare reports, letters and responses to internal and external complaints of discrimination, harassment and other EEO matters; strong organization and collaboration skills while assisting in the development and implementation of the County's diversity and inclusion efforts aimed at promoting an inclusive workforce and positive work environment; and an effective communicator who can work with County managers, leaders and staff of all levels to promote inclusion efforts and to provide technical and practical guidance to Departments and staff on EEO matters with appropriate judgment, diplomacy and discretion.
Responsibilities include: •Conducting effective, prompt and thorough investigations of complex, sensitive EEO and personnel matters involving complaints of discrimination, harassment or other potential policy violations •Interviewing witnesses, including staff of all levels using appropriate tact and impartiality •Preparing reports, letters and responses to internal and external complaints of discrimination and harassment, including charges filed with the DFEH and EEOC •Assisting in developing and implementing the County's diversity and inclusion efforts, including strategic planning, conducting surveys and assessments, and working collaboratively with Departments, managers, leaders and staff of all levels •Applying knowledge or familiarity of employment and labor laws, including EEO/anti-discrimination laws, ADA and leave laws to properly investigate or resolve EEO matters •Providing sound technical and practical advice and guidance to County managers, leaders and staff on EEO matters, employee concerns and conflicts, and diversity and inclusion efforts •Researching and analyzing relevant facts, documents and policy/legal guidance for EEO cases •Collecting and analyzing workforce data, statistics and reports relating to EEO matters and diversity and inclusion efforts •Identifying trends and opportunities to make strategic recommendations to proactively address systemic issues •Reviewing and responding to federal and state EEO or labor report requirements •Preparing and updating multi-year Countywide EEO Plan, including data, workforce statistics, and diversity and inclusion efforts •Reviewing and becoming familiar with County policies, MOUs, procedures and practices •Preparing or facilitating the creation of training materials, PowerPoints, presentations, videos and handouts on EEO cases and diversity and inclusion efforts •Providing program support for STEP Program geared toward assisting foster youth transition into workforce •Other tasks and administrative duties as needed
Qualifications include the equivalent to a Bachelor's or Advanced Degree/Juris Doctorate from an accredited college, university or graduate program and/or certification in human resources, investigations or a related area.
Requires at least one or more years of experience performing one or more of the following: •Conducting workplace, EEO or human resource investigations •Employment and labor law civil litigation experience •Providing counseling and advice in employment and labor or human resource matters based on understanding of EEO laws, policies and guidelines •Performing increasingly responsible, complex or senior level human resource or EEO program duties in a large, complex organization •Managing, documenting and resolving employee conflicts and HR complaints •Preparing reports of human resource, EEO or personnel matters, including review of policy violations, performance and/or conduct concerns •Reviewing, investigating and responding to DFEH and/or EEOC charges of discrimination, including the preparation of Position Statements and supporting documents •Developing and launching a workplace initiative, along with the requisite knowledge and experience in handling employee disputes or conducting investigations •Researching or applying federal and state laws relating to discrimination, harassment and retaliation
